I need advice. My players keep wanting to make artifacts that have a certain set of powers, such as Intrinsic Health and Vital Furnace, and then adding other powers on top of it.

It feels like it... I dunno, violates the aesthetics of artifacts or something to have this. Is it just me?

By default rules, they can't. You can't upgrade an artifact once you make it unless the GM decides it fits. If they want artifacts to grant them a bunch of different Constant Gifts, they need to either make a bunch of artifacts- and pay the Effort needed to use them- or wait until they've got enough Dominion and celestial shards to make the giga-artifact that has all the parts.

If it feels unaesthetic to you, you can rule that once a pantheon member creates an artifact with Gift X in it, any other artifact the pantheon makes that also has Gift X will cost a cumulative plus one shard due to the localized strain on reality. Or you can just tell your players that you don't like cookie-cutter character optimization artifacts and you won't be allowing them going forward.

Alternatively, you can view them as something that the Pantheon is known for, like golden apples of immortality or other item linked to a mythological group.
