Ok hive mind: Telepathic Assault, how does it work?

Does the psychic have to initiate a Telepathic Contact with a target, which is a Main Action, (1 Effort) then on a subsequent turn, use Telepathic Assault (1 Effort)? The target then gets a saving throw for half damage. Am I reading that correctly? It is powerful, though for a level 3 technique, requiring two turns to use seems a bit clunky.

Or is it much less complicated? Just spend a point of Effort for the day to do 6d6 (or 9d6) damage, save for half?

I agree that two turns seems very clunky and seriously limits it's defensive efficacy. My thoughts are that you spend for the day and attack!

+Calum M it's two Main Actions, unless you have Facile Mind. Then it's an Instant Action (burn Effort for the Day) and then Telepathic Assault (burn another Effort). Most telepaths have Facile Mind, so it's basically two points of Effort to nuke someone's brain in one round. At least, that's my reading. Hm.

That's the case, yes. It takes two rounds unless you have Facile Mind and are willing to burn that much Effort. It's basically a guaranteed takedown for any 1 or 2 HD target with no perceptible source of the attack unless there's someone around who can detect psionics, and if the target blows their save it can take out even a fairly significant foe.
