Can Fray dice inflict emotional damage? Like if a character is Passion or Desire or whatever, could their subtle attacks be mental in nature?

I'd say yes, if they have a weapon gift that deals emotional damage.

On page 20 of the Godbound corebook it says "A hero has a Fray die representing their casual blows, minor exertions of divine power, and general fearsomeness." Therefore, as long as emotional damage still means HP/HD loss, I'd say sure, Fray die can inflict emotional damage. I'd explain it as a reduction in ability to stay in the fight due to distraction, longing, etc. Being reduced to 0 HP/HD would indicate either loss of consciousness (if the Godbound was being merciful) or actual physical death, perhaps due to (literal!) heartbreak.

+Jon Moyer Being reduced to 0 HP just means "out of the fight", it doesn't have to be unconscious or dead. In most cases, I would expect being reduced to 0 HP by emotional damage to mean that you have completely lost the will to fight and (depending on the emotion involved) surrender, flee, wander off looking for something better to do, collapse on the ground in despair, etc.
