I remember this coming up in discussion before, but I can't remember the consensus:

If a focus pick were to boost a character's skill level over the level cap, do we advance the skill level anyways, or does the character have to wait until they get to the required level?

Example, a level 5 psychic with the Psychic Training 1 focus, and Telekinesis 2 upgrades the focus to level 2. The character gains 4 skill points retroactively in TK. The player elects to raise the base skill to level 3, but that requires a level 6 character... Would you allow it?

I believe the rule is that you have to stow the skill points until you can use them, but I don't have my book right in front of me.

Edit: Though you could spend them on unowned techniques rather than raising the skill.

+Robert Wiesehan yeah, this is the ideal, but psychics get so few skill points, AND they have to spend one skill point per level on psychic powers/techniques. You really have to map out the skill picks beforehand. The player is saying things like "bad design" and "dead level", when really he just needed to be more conservative in his skill point spending as he levelled. I'm also willing to consider rejiggering his spending if he likes: it's his first time playing SWN.

+Josh Peters If it's his first time playing, I'd let him rearrange things- SWN isn't meant to be the kind of game where you have to plan a build. A player who just screwed up his spends on his way to what he originally wanted to have is someone who's okay to rearrange. A player who just wants to optimize things or change powers every couple of sessions, not so much.

I think you're on the right track with allowing him a bit of redistribution. You could also retain the spirit of one SP per level on Psychic stuff by keeping two separate hoppers of saved SP; one for normal skills, the other for the psychic exclusive points. That way, if he saves the Psychic skill point, it's earmarked appropriately for future spending.
