What is the limit of 'rugged terrain'? Could these things go up a Mountain Skyrim style? Or is it more lots of trees and stuff blocking your path?
And you can easily spam it. Id say basically anything walkable, so no billy goat rock jumping.

+Matthew Skail aha, but you can spam it so that everybody can have their own tireless constructs! A whole ream of villages with enough tireless horses to never worry about it again! Especially strong in Ancalia and the Oasis States.
